In short, piracy thrives where harmful fishing practices prevail. Moreover, some villages in affected coastal areas have hired organized pirate gangs to drive away or deter foreign fishing fleets in the absence of coast-guard enforcement. Most vulnerable fishing communities in the developing world have seen significant encroachment by fleets using destructive or illegal methods, by ships flying “flags of convenience.” In response, some fishermen-having navigational and sea-faring skills-turn to piracy when they expect income losses in the future. It may not be poverty or unemployment itself driving piracy, as much as the expectation that industrial fishing by foreign fleets will deplete fish stocks and harm livelihoods that depend on small-scale fisheries. These findings suggest a different interpretation of the fishing-piracy nexus. Desai, Homi Kharas, and Selen Özdoğan Wednesday, December 2, 2020 ![]() Similarly, piracy spikes in areas where higher levels of illegal, unreported, and unregulated (IUU) fishing are prevalent. Third, and most critically, pirates are more likely to attack in maritime cells in which there is high bycatch or where there are high rates of fish catch using habitat-destroying practices (e.g., bottom trawling, blast fishing). On the contrary, piracy tends to be more prevalent in areas with greater levels of economic activity. Second, we find that piracy is not more likely to be close to impoverished coastal areas, nor near countries affected by drought and associated agricultural losses. These conditions also increase the appeal of pirate gangs that can offer alternate sources of livelihood and help to deter encroachment by industrial fishing fleets. Lawlessness and weak governance create underlying conditions that enable pirate gangs to operate with minimal risk. Source: Desai and Shambaugh, PLOS ONE 2021 ( CC-BY 4.0)įirst, failed and fragile states create environments ripe for piracy. By contrast, our data-driven spatial analysis is based on the geographic locations of actual pirate incidents. Previous research has tended to focus on country-specific variables (e.g., poverty, per-capita income, conflict, etc.) and has not adequately addressed the location-specific factors that influence piracy. We segment the world’s oceans into 1 degree-by-1 degree cells, and analyze the spatial links between harmful fishing practices and piracy incidents between 20 (see map). In new research, we explore these links-not only in the context of Indian Ocean piracy, but globally. Others are skeptical that problems facing local fisheries are connected to piracy, based on reports that many pirates are actually members of inland nomadic clans or criminal gangs. International organizations have long argued that poverty and unemployment in coastal communities are underlying causes of piracy. Between the 1990s and 2010-as some ships began to arm themselves, and some shipping companies made deals with warlords for protection-piracy in the western Indian Ocean became far more organized, sophisticated, and lethal. In response, Somalis took to the seas to fight them off. ![]() Around the same time, EU-flagged vessels and EU-owned vessels flagged to other nations began purse seining in the Somalia EEZ. Egypt, Greece, South Korea, and Taiwan were among the nations that trawled in Somali waters in the 2000s. Many of these ships employed habitat-destroying methods such as bottom trawling and blast fishing, or methods that routinely caught large volumes of non-target species, which would then be discarded. As Somalia plunged into civil war, foreign fishing fleets began operating inside Somalia’s Exclusive Economic Zone (EEZ), sometimes illegally. In the 1980s the Somali government resettled thousands of nomads from the drought-stricken interior to work in coastal fishing cooperatives, vastly expanding both artisanal fish production and the number of people dependent on small-scale fisheries. Prior to 1991, piracy off the Horn of Africa was more or less unknown, with far more incidents occurring in the Strait of Malacca or the Gulf of Guinea. It took me about 15 hours of playing with my crew of Sims to fully appreciate the complexity of Sim emotions, but now I’m really enjoying it. It was a lot of fun to watch an energized Jess “mop like mad!” and kind of touching to see her inspired husband tell her about his dreams. That’s the best thing about emotions in The Sims 4: They provide new contextual opportunities to Sims, like being able to tell a self-deprecating joke when embarrassed, and make a lot more sense than just having static interactions based on personality traits. In the spirit of realism, Sims will get a better mood boost from it afterward.) On the other hand, going too long without flirting made her “tense,” which opened up another set of actions. ![]() (Pro tip: Use some of the flirty options before jumping straight to WooHoo. Feeling flirty unlocked several fun interaction options, like posing seductively or taking a cold shower to quell thoughts of WooHoo. I quickly learned that Jess, who I gave the “romantic” trait, very easily swung into “flirty” feelings. Trying to get Jess a date was my first brush with the new emotional axis to Sims’ personalities, a system that successfully supplants traits as a more realistic way for Sims to live and interact. It turned out to be less of a problem than I’d imagined, though, because the addition of emotions makes a lot out of a little. I’m a huge believer in body positivity and beauty in all bodies, so seeing more realistic representations of various body types was really encouraging. The new Create-a-Sim in general is really intuitive, allowing you to push and pull at different parts of a Sim’s body in order to get the exact size and shape you’re looking for. Picking a Sim’s walk style, which can vary from “tough” to “feminine,” does a lot to express personality (and it’ll change to a slouch if they’re tired or an “I have to pee” walk when their bladders are uncomfortably full). So it is in families: the targeted individual is often the most accomplished. In Aaron’s case, there would be no group pleasure derived from banishing a weak animal who might easily die anyway, because that would not gratify the needs of the tribe to send off their sins on a robust vehicle, a strong goat who was up to the task of bearing the burden. At first blush, this may sound counterintuitive. Like the strong goat Aaron selected, the target of family scapegoating is also often the strongest and healthiest member of the family. It is justified by repeating the stories that create and then reinforce the image of the scapegoat as being a person who is worthy of disdain and disparagement. ![]() It is done more by consensual and habitual shunning that becomes an unspoken code of behavior: one person is chosen to bear the brunt of any psychological discomfort experienced by the family as a whole. In a family system, the selection process is less overt than Aaron’s. In dysfunctional families, for reasons similar to those Aaron devised, there can also be a designated person selected for the role of scapegoat. It faced dangers from predators difficulty finding food, sustenance, and shelter and it lived the constantly woeful insecurity of a herd animal without a herd. ![]() But once the ashes were cold on the rituals of dispatching it, the goat found itself alone in the wilderness, isolated from its herd, in unknown territory, suddenly forced to fend for itself. The goat had done nothing to merit banishment. It was selected from the herd and sent forth into the wilderness for reasons having to do with the sins of others. Why question an agreed-upon means of making everyone feel better? If this spurious logic was obvious to anyone, it was not discussed. They had simply agreed to hang them on the goat. The members of the tribe were then at great ease, having been freed from their cast-off sins-whatever those sins may have been.Įveryone felt better, though they had neither identified their specific sins nor atoned for them.
